| 1.3 Precedence
The Acquisition Management System defines all acquisition and procurement policy within the FAA. It replaces existing policy pertaining to the elements of acquisition management, including functional disciplines such as logistics support, test and evaluation, human factors, configuration management, contracting, and transition to operational use. Policy for the functional disciplines is contained in Section 2.9, while related guidance (e.g., instructions, best practices, lessons learned, other job-related aids) are in the FAA Acquisition Management System Toolset - FAST (see Section 1.7). FAA's policy regarding legal participation is defined elsewhere. The Acquisition Management System supersedes the Major Acquisition Policies and Procedures of the Department of Transportation, and all other acquisition and procurement statutes and regulations including the Federal Acquisition Regulation. Contracts awarded prior to April 1, 1996, remain under the Federal Acquisition Regulation until bilateral modification brings them under the Acquisition Management System. The FAA will continue to follow certain other statutes identified in the guidance section of FAST. |
