The Modernize Facility Process Flowchart is a guide of the activities typically undertaken to modernize a facility to meet the needs of the equipment and systems resident or to be resident in the facility. It also applies to facility modernization efforts funded directly to the Facility Team in response to national facility modernization efforts; for example, those in response to environmental and occupational health and safety statutes (e.g., fire codes, handicap access) or other national priorities. A modernization effort may be in response to a single equipment acquisition program or may integrate the modernization requirements of several acquisition programs. Under AMS, the costs to modernize a facility or family of facilities in response to an equipment acquisition program are determined during investment analysis and built into the Acquisition Program Baseline of the equipment acquisition program. A Facility Team is typically established to manage modernization. Roles and responsibilities of the Facility Team are defined during the planning stage of the equipment acquisition program working through the facility member of the PT or IPT. Agreements are recorded in the Product Team Plan and Acquisition Strategy Paper. Facility Teams work closely with equipment or system Product Teams throughout the modernization effort to ensure facility modifications are in sync with the schedule and needs of equipment/system acquisition programs. You are encouraged to identify best practices, lessons learned, and helpful acquisition aids to ASU-120 for incorporation into FAST for use by other facility modernization programs. |
