Administrative Items:

  • David Woodson chaired the meeting for David Lankford.
  • David Woodson announced that the Technical Center T&E organization has requested an ASAG Representative (Ad hoc) for test issues.
  • David Woodson introduced Jaime Eley, (ATO-A) PIR Quality Officer
  • The December 5, 2006, minutes were approved.
  • Colleen Gutrick reported that the FAMS 7-day fundamental course is scheduled for March 13-21, 8:30-4:30 each day; at National Louis University, 1325 G Street, NW, Washington, DC. ½ block from Metro Center metro station.
  • Rebecca Taylor-King asked if AMS Changes were being updated quarterly. David Woodson stated that AMS changes are updated quarterly. David Woodson stated that Ray Decerchio has a new job.
  • Jackie Baker asked about change number 07-14, COTR Handbook and Training, T3.10.1. Colleen Gutrick responded that David Lankford received the COTR comments and the change should be ready for approval in the next ASAG meeting.

Proposed AMS Changes:

Change 07-25, Operational Analyses Policy & 07-26, Operational Analyses Guidance: Jaime Eley, ATO-A briefed the ASAG on proposed change for FAST. Jaime Eley stated that the new policy requires operational analyses to be planned, conducted, and reported annually, at a minimum, on operational assets. The new guidance will assist practitioners in planning, conducting, and reporting operational analyses. The guidance provides a new template for reporting operational analysis data in a uniform fashion. There is a new planning section on operational analysis in the Implementation Strategy and Planning attachment to the Exhibit 300 Program Baseline. The change request affects Service teams who conduct operational analyses for in-service assets within their service portfolio. The overall impact of the change allows for minimized ownership costs by controlling labor costs and improving asset performance. It enables maintenance of operational assets at the right size and condition to support agency performance goals and the service needs of customers and help to identify learned lessons that can be applied to other investment programs or the overall agency planning and control process. Jaime stated that the expectation of the change is to be approved. OMB Circular A-11 requires operational analyses to determine if in-service programs are achieving baseline expectations and meeting the service needs of customers. OMB Exhibit 300 requires a summary reporting of the results from operational analysis activities. The change enhances AMS by providing service teams with concrete policy and guidance for planning, conducting, and reporting the results of operational analysis. Lewis Fisher asked, "How does Operational Analysis change today than before"? Jaime responded that the process is being streamlined in a uniform fashion across the agency, so results will be reported in the same way. David Woodson stated that the results from operational analyses will help service teams plan for the future.

Actions: (1) All ASAG members to review the proposed Operational Analysis guidance and policy changes and provide comments by February 20th to David Woodson.
