These activities are a guide for planning investment programs that intends to: (1) establish or relocate a large facility; (2) acquire, integrate, and test equipment and systems to be housed in the facility; (3) acquire real estate where the facility will be located; (4) reconfigure the airspace; and (5) obtain, relocate, and train human resources.
