Introduction The Modernize Facility Process Flowchart is a guide of the activities typically undertaken by a Facility Service Team to modernize a facility to meet the needs of the equipment and systems resident or to be resident in the facility. It also applies to facility modernization efforts funded directly to a Facility Service Team in response to national facility modernization efforts; for example, those in response to environmental and occupational health and safety statutes (e.g., fire codes, handicap access) or other national priorities). A modernization effort may be in response to a single equipment investment program or may integrate the modernization requirements of several investment programs. Under AMS, the costs to modernize a facility or family of facilities in response to equipment investment programs are determined during investment analysis and built into the Exhibit 300 Program Baseline of the equipment programs. Roles and responsibilities of the Facility Service Team are defined during the planning stage of the equipment investment program working through the facility member of the Investment Analysis Team. Agreements are recorded in the Implementation Strategy and Planning attachment to the Exhibit 300 Program Baseline of the investment program. The Facility Service Team works closely with equipment Service Teams throughout the modernization effort to ensure facility modifications are in sync with the schedule and needs of equipment/system investment programs. You are encouraged to send best practices, lessons learned, and helpful acquisition aids to the Acquisition and Procurement Policy Branch, ATO-A, for incorporation into FAST for use by other facility modernization programs. |
