Description:
Performance of the facility is monitored, tracked, and assessed on a continuing basis during in-service management. Performance data is evaluated against performance targets for the facility to determine whether it continues to meet mission requirements. The capability of the facility is also evaluated periodically against the projected demand for services to identify when new construction or an expansion in overall capability is needed. This involves close and open communications with customers and users of the services provided by the facility. This activity enables the FAA to plan for future needs so necessary improvements and support will be in place to provide additional service when needed. Requirements for new construction are incorporated into the facility condition index.

Description:
A determination is made whether modifications and improvements can be accomplished within approved sustainment engineering funding in the facility Acquisition Program Baseline. Description:
An investment decision by the Investment Decision Authority (IDA) is required when the projection of needed services exceeds the capacity of the facility and when sufficient funding to upgrade the facility is not available. The Facility Service Team prepares for an investment decision that will determine: (1) whether mission need is still valid; (2) whether the need is best satisfied by a modernization or expansion of the existing facility or by some other means; and (3) whether needed capabilities are affordable in competition with all other FAA needs.

Description:
The IDA decides whether to approve a service-life extension based on the Acquisition Program Baseline and the Business Case. If approved, the extension is fully funded according to the revised Acquisition Program Baseline.

Description:
If the IDA does not approve funding, the facility sector management team uses existing funding authority to make improvements that are most needed.
