FAA Acquisition Reform has been undertaken in response to Section 348 of the 1996 House Appropriations Act for the Department of Transportation. This Section directed the FAA to “In consultation with such non-Governmental experts in acquisition management systems as he may employ, and notwithstanding provisions of Federal acquisition law, the Administrator of the Federal Aviation Administration shall...develop an acquisition management system that addresses the unique needs of the agency and, at minimum, provides for more timely and cost-effective acquisition of equipment and materials.” The Blue Ribbon Panel final report is available in Hypertext Mark-up Language (HTML) and MS-Word 6.0 format.
